Hardly a surprise. This crack team of negotiators couldn't make Russia budge an inch after a year of negotiations, and only managed to put pressure on the victim country.

Especially when Trump essentially taught Iran they have something more powerful than nukes: the ability to stop oil flow (and other goods) through the strait unless it's going to an Iran-friendly country. Plus a $2m toll for each one.
