I think they don't mean propaganda, but "entertainment." OP is referring to Fox's legal defense here:https://www.npr.org/2020/09/29/917747123/you-literally-cant-...
This legal defense effectively frames the show as opinion/entertainment, not journalism, to shield it from defamation claims.
I think all three of us would agree about your propaganda stance, too.

As much as I feel computing would be generally better off it Microsoft would just collectively go the fuck away, this is a non-story. It's just the overly-litigious American legal system forcing absurd legalese in the ToS and has nothing to do with how Microsoft actually feel about their products.by stackghost
