The title misrepresents the linked post, which says "there are indications of", not "that is a fact".

A commenter on the linked post says that Internet is partially restored and he can chat with a friend in Tehran over WhatsApp. Of course, that's just an anecdote, and I certainly don't know whether the Internet in Iran is partially up or not, but this HN post seems to be mostly clickbait.

Demanding absolute proof from a country with zero transparency is a tall order; the information vacuum is a feature of these shutdowns, not a bug. Even if we had definitive proof of traffic patterns, the goalposts would just move to: 'How do you know this was a Iran's government action?'
